Commissioner for Declarations Course (CDEC Course)
This is a relevant training course for individuals who regularly are requested to witness documents in their job. When you successfully complete this course in community justice through our registered training organisation you will be able to assume this voluntary role for community justice.
The 10793NAT Community Justice Services (Commissioner for Declarations) course provides participants with the knowledge and skills to assist them in their community volunteering responsibilities of witnessing and certifying documents. This 1-day course (plus pre and post course work), enables eligible applicants to apply to become a Commissioner for Declarations – the Department of Justice and Attorney-General will charge an additional fee for your registration.
The CDEC course will equip you with the knowledge to take on an administrative role, without any judicial function – so you don’t deal with any type of court process.
The professional services a CDEC can provide are of crucial importance for upholding the law. A CDEC can:
- witness important documents
- witness signatures
- witness statutory declarations
- witness affidavits
- witness and administer oaths and affirmations
- certify a true copy of an original document
Upon the successful completion of the assessment process of the Commissioner for Declarations course, there are still services you cannot provide. A CDEC cannot:
- issue search warrants
- issue arrest warrants for any criminal offences
- grant bail
Assessment is completed by open book, question and answer, from home, following the 1 day in class. This CDEC course can also be completed by distance learning (once you click on Book Now, choose the closest Intake Date to when you want to start – the Intake Date is only for our office purposes, you are welcome to start the books as soon as you have made payment). You have up to 12 months to complete and submit your assessment.
There are a number of restrictions/pre-requisites when it comes to applying for the commissioner for declarations course and following this registration – please ensure you check these below, before enrolling.

By finishing our Justice of the Peace course you will be able to start providing community justice services for this vital and responsible role too.
Note: For international students – we are not a CRICOS training organisation. Please check your visa requirements for enrolment. We cannot accept international students who are here on a student visa.

Pre-Requisites
There are a number of restrictions that will prevent an individual from being appointed to provide professional services required by a Justice of the Peace or Commissioner of Declarations.
We also recommend a minimum entry requirement of Grade 10 level of English reading and writing.
Participants of a CDEC course must be:
- An Australian citizen
- 18 years of age or older
- Of good character
- Registered on the state electoral roll
You cannot apply or hold office as a JP or CDEC if you:
- have been convicted of a serious offence at any time
- have been convicted of more than 2 offences at any time
- have been convicted of an indictable offence of any kind in the last 5 years
- have been convicted of an alcohol or drug driving offence in the last 5 years
- have been convicted of more than 2 traffic offences in the last 4 years (i.e. convictions under the Transport Operations (Road Use Management) Act 1995)
- are an undischarged bankrupt (i.e. not yet free from bankruptcy)
- have been convicted of more than 6 offences under the Transport Operations (Road Use Management) Act 1995) in a 4 year period (you are not qualified to be appointed as a JP or CDEC for 5 years after the date of your last conviction)

Distance Education
Our Commissioner for Declarations course is offered by Distance Learning method only. This method of delivery is self-paced, and open book, with up to 12 months to complete.
Intake dates are every Monday. Intake Dates are for our office purposes only – workbooks will be sent to you as soon as payment has been made, regardless of intake date chosen – so just choose the closest Intake Date to when you want to enrol.
Distance Learning
The Commissioner for Declarations course can be completed by Distance Learning at a discounted cost of just AUD$200 (usually $250). Fee is comprised of: $80 non refundable registration fee, $20 resource fee, and $100 assessor fee. Includes all required text books.
Note: all pricing is in Australian Dollars.
Refund Policy
Please note that deposits are non-refundable, and once the course is paid in full, no refund will be given for cancellations unless 5 business days’ notice is given (less a 20% administration fee). Should we need to postpone a course for any reason, every effort will be made to reschedule the course within the following two months. If however, this is not possible, or the rescheduled dates do not suit, participants will be entitled to a full refund.
Once payment has been made on a distance learning course, and study materials have been issued, no refunds are available.
